GSIF/BON PASTEUR KOLWEZI PROGRAM
Since 2012, Bon Pasteur (BP) has been working to reduce poverty, social fragmentation, weak rule of law, gender based violence heavily affecting the artisanal and small mining communities (ASM) of Kolwezi, through a comprehensive community development program integrating alternative livelihoods, social protection, education and advocacy.
To this scope, BP is implementing a multi-dimensional plan to offer a much needed response to the urgent needs facing the area’s most vulnerable, including children victims of the worst forms of child labor (WFCL).
In 2013, thanks to grants from international agencies, BP and GSIF developed an unprecedented study on women and children’s condition in Kolwezi, and a community needs assessment, which informed the Good Shepherd Sisters (GSS) DRC Strategic Plan 2013-2017. In this first phase the BP program served the most vulnerable groups living in the mining community of Domaine Marial/Kanina in the outskirts of Kolwezi. In five years, BP has helped 5,000+ children, women and girls from the village of Kanina to find their voice and dignity, 1,300+ children escaped the harsh life of the mines to attend schools, 300+ women started a business in farming, 300+ girls gained skills catering and dress-making. Overall, BP created a community-based system to provide justice and safe spaces for victims of all abuses.
Building on these results, BP and GSIF have prepared a new five-years plan to scale and extend the program. The new plan is based on an extensive and unprecedented consultation, which has involved 8 impoverished ASM communities in the span of 50 km around Kolwezi in the Lualaba Province. Village chiefs, representatives of women, miners’ cooperatives, youth and children in each village have expressed their needs and vision for change towards a more safe and prosperous ASM communities, including +21,000 people. This vision has been summarized in the Bon Pasteur Strategic Plan 2018-2022.
The new Bon Pasteur Strategy 2018-2022 poses a set of programmatic outcomes, which are consistent with the priorities of the national Poverty Reduction Strategy Paper. In particular:
- Outcome 1 – Alternative livelihoods that are sustainable and secure
- Outcome 2 – Safe spaces created for children, girls and women
- Outcome 3 – Empowered children thrive outside the mines
- Outcome 4 – Strengthened artisanal miners improve their well-being and welfare
- Outcome 5 – Effective management ensures program scalability
DESCRIPTION OF THE ROLE
Summary of the Position, Key Duties and Responsibilities
To support the implementation of the Bon Pasteur Kolwezi Strategic Plan 2018-2022, in collaboration/coordination with the BP Project Managers and Senior Management Team (SMT), and with the GSIF relevant staff, the GSIF DRC Project Officer will:
- Coordinate the communication flow between BP Project Managers and GSIF so that program information relevant to her/his role is adequately shared. To facilitate this task the GSIF DRC Project Officer will be part of the BP Kolwezi Senior Management Team (SMT);
- Draft/Complete and ensure the timely preparation of grant proposals (narrative, budget, M&E framework, workplan, and other needed documents according to donor templates) in English/French for international donors based on the inputs provided by BP Project Managers;
- Draft/Complete and ensure the timely preparation of quality narrative and financial reports to international donors in English/French based on the inputs provided by BP Project Managers;
- In collaboration with BP Project Managers, monitor the progress (planned activities and financial expenditures) of active international grants, paying attention that policies/procedures/standards of the donors are appropriately used in Kolwezi; report monthly to the BP SMT and GSIF relevant staff, highlighting possible critical elements (i.e. significant delays in the implementation, changes needed in the activities, overspending/underspending for specific activities, etc.);
- Gather project activities and financial information from BP Project Managers to prepare other documents needed for GSIF and BP (i.e. GSIF Annual Report; presentation for participation in international events, etc.)
- Participate in the development/revision of BP annual plans and budgets (Strategic Financial Plan) in line with the BP strategic plan 2018-2022;
- Participate in the organisation of field visits of international donors, GSIF staff, other stakeholders (i.e. international donors monitoring visits and audits, like minded NGOs, consultants, researches, etc.) as necessary.
- Additional responsibilities may include:
- in collaboration with the BP Program Director, to plan and facilitate local capacity building programs delivered by the GSIF to strengthen existing skills and to train the local management;
- when necessary to represent BP-GSIF at meetings with partners and, where needed, at international conferences/events/trainings;
- in collaboration with the BP Program Operation Manager (POM) and when requested, to assist with the activities aimed at the start-up of the BP Social Business, which is being launched in Kolwezi to generate income to support the other components of the BP multi-dimensional program, and towards its eventual self-sustainability; and to create food security, employment and income opportunities for the beneficiaries/target population.
Within the general responsibilities described above, a primary role will be covered by the activities connected to the project Cobalt for Developmentjointly implemented by GIZ, IMPACT and BP Kolwezi. The GSIF DRC Project Officer will represent the GSIF local contact point for this project. In close coordination/collaboration with the BP Director, the BP Senior Management Team (SMT) and with the GSIF relevant staff will have the following responsibilities:
- Ensure that all GIZ policies/procedures/tools/standards required for the project are understood and appropriately used in Kolwezi (i.e. procurement procedures, accounting policy, reporting tools and standards, communication policy and media requests, etc.);
- Monitor the timely implementation of project activities according to the schedule outlined in the work plan and the technical offer agreed with GIZ; monitor the financial expenditures of the project according to the budget agreed with GIZ;
- Ensure timely submission of (mid-quarter and quarterly) reports project reports by Bon Pasteur in the agreed format in adequate quality;
- Maintain active communication with implementing partners (GIZ and IMPACT) and take part in joint coordination events/meetings and/or trainings organised by and for the project partners (i.e. for the implementation of the Farming business school);
- Collaborate with the BP POM for staff management of this specific project and for the participation of Project Managers in the implementation of the different outcomes.
60% of the total working time of the GSIF DRC Project Officer will be allocated to the project Cobalt for Development.
Qualifications, Skills and Experience
- The ideal candidate should hold a Bachelor’s degree in Business Administration, Economics, Development Studies or similar. A minimum of 5 years’ experience in the management of multi-donor development programs, preferably in Francophone Africa (ideally DR Congo)
- Broad knowledge and awareness of current issues in the field of socio-economic development, international and national human rights laws and conventions on Children, Girls and Women, as well as of the Artisanal and Small Scale Mining (ASM) sector in DRC.
- Knowledge and significant experience in program planning, design and implementation, grant writing and reporting, finance management and monitoring, and Monitoring & Evaluation.
- Excellent written and verbal communication skills in English and French. Swahili skills desirable.
- Demonstrated ability to work in a multi-cultural and multi-disciplinary environment.
- Proven computer skills and knowledge of Microsoft software including MS work, excel spread-sheet, power-point, and e-mails.
- Previous working experience with religious organizations and understanding of religious life is a strong advantage.

The BP has a Child Protection Policy that every staff is required to understand, sign and abide by. Potential candidates will be required to provide information confirming whether or not they have ever been convicted of any child abuse crimes.
The position will report while on site (Kolwezi, Lualaba, DRC) to the BP Program Director in Rome and for proposals/reports drafting to the GSIF DRC Program Manager.
The DRC Project Officer must comply with the provisions of the GSIF General Operating Procedures and with the BP Kolwezi Staff Regulation.
